The situation
It follows from the combined provisions of paragraphs 1 and 2 of Article 412 of the Criminal Code that the following are punishable: not only those who, by gifts, promises or fraudulent agreements, have prevented or attempted to prevent anyone from taking part in the auction or in further bids, but also those who, by such means, have distorted or attempted to distort its free operation, in any way whatsoever (1).
