The situation
An expropriation order must be quashed for formal defects if it does not mention either the dates of opening and closing of the parcel inquiry, or the official report of that inquiry, or the dates of the formalities relating to individual and collective publications, or the designation of the inquiry commissioner, or the latter's opinion, and if it does not contain either as an annex or otherwise the opinion of the immovable property transactions control commission or a copy of the prefect's certificate attesting that the opinion of that commission is not necessary in this instance.
