The situation
Pursuant to the provisions of Article L. 12-1 of the Expropriation Code, the order is issued upon review of the documents establishing that the formalities prescribed by Chapter I of this Code have been completed.. The expropriation judge exceeds his powers when he refuses, by order, to order the transfer of ownership on the ground that it is impossible to determine to whom certain immovable properties belong, while finding that all legal formalities have been completed.
