The reference date provided for in Article L. 13-15 of the Expropriation Code for determining, following the exercise by its owner of the right of abandonment, the price of land placed in a reserved location and classified in another zone as a result of the same revision of the land use plan, is the date on which the act revising the land use plan delimiting the zone in which the abandoned land is situated became enforceable against third parties, in application of Article L. 123-9, 5th paragraph, of the Town Planning Code in its wording prior to the Law of 13 December 2000, this date being assessed as at the date of the first-instance decision.
