The situation
The public economic establishment constituted by the Chamber of Trades does not fall within any of the categories of legal persons referred to in Article L. 480-1, paragraphs 5 and 6, of the Town Planning Code and is not entitled to be joined as a civil party in proceedings brought against the perpetrator of an offence under that Code without proving personal damage directly resulting from that offence.
