The situation

Article 1 of the Single Convention on Narcotic Drugs of 30 March 1961 and R. 5181 of the Public Health Code do not define cannabis by its tetrahydrocannabinol content; production, marketing, possession and use of cannabis are, except as provided for in Article R. 5181 of the Public Health Code, subject to a general prohibition(1).
